This is an excellent little video about the technique that went into making "Loving Vincent."

The basic technique harkens back to the origins of animation: painting each individual frame, but animators quickly devised various techniques so they didn't have to do that to reduce the time and cost.

The little video didn't say much about the content so at this point I have no idea if I would want to see it.
